Job Description

Summary: The Project Manager (PM) will plan, facilitate, and manage various IT initiatives (software development, digital, and infrastructure). The Project Manager will coordinate the administration of the company’s project portfolio and manage demand to meet resource availability.  The PM will communicate with business partners, configure and deliver monthly IT service level and portfolio reports to key stakeholders.  He/she will facilitate elicitation of business requirements on select projects and serve as a liaison between the business and technical resources to ensure solutions are delivered according to agreed-upon expectations.


Duties and Responsibilities include the following.  Other duties may be assigned.


  1. Administer projects using system and software tools. Administer RFCs and change control documents.  Work with IT staff to generate time and cost estimates for projects.
  2. Gather requirements and specification from various sources. Create a development plan by identifying knowledge, tools, and resources required. Perform process mapping based on requirements. 
  3. Serve as the primary administrator of Alltrans’ project and portfolio management system.
  4. Participate in process improvement efforts. Author, champion and as needed train on new processes.
  5. Build positive relationships and trust over time through strong on-time delivery of projects, high quality, continuous innovation, and by exceeding expectations.
  6. Provide project and portfolio tracking and documentation; partnering with key stakeholders to ensure effective results of timely deliverables
  7. Confer with internal and external clients to gain understanding of needed changes or modifications of existing programs. Resolve questions of program intent, data input and output requirements, and inclusion of internal checks and controls.
  8. Write standard operating procedures for IT solutions. Consult with business Associates to help facilitate end-user documentation.
  9. Prioritize development and MIS work. Provide input on scheduling programming sprints.  Participate in scheduling of the IT release and maintenance calendars.
  10. Manage issues and risk tracking and facilitate resolution.
  11. Maintain confidentiality with regard to the information being processed, stored or accessed.
  12. Provide training to users and other team members

Job Requirements


Education: Bachelors degree or equivalent education background with strong knowledge and experiences with a data-driven business technical environment. PMP Certificate preferred.

Experience: Minimum 5 years of experience as an IT Project Manager or Project Administrator. Must have experience working in agile environment.


Technical Skills:

  • Strong understanding of Project and Portfolio Management processes
  • Visio, Access, Excel, MS Project, other PPM Systems
  • Project and Portfolio Management systems experience


Work Environment:

  • Business casual environment.
  • Responsibilities may require evening and weekend work.
  • Must satisfactorily pass a thorough background check.
